Winter Storm Stella is set to leave most Pennsylvanians under several inches of snow on Tuesday. If that's the case, the governor says stay at home.
Governor Tom Wolf signed a proclamation of disaster emergency earlier today as a safeguard for trucks travelling throughout the state. It is not a state of emergency.
